First target is the same for all except newcomers and those on
"special measures" (it is lowered for people who have not been getting it to try and tempt them back in).

Second target varies a lot (mine is 410)

My PL surveys are rubbish....10SB for 16 minutes....thats like...10p for 16 minutes work, which can pootle off.
