Editing photos/making collages on a PC/Laptop

I've decided to try more effort comps in 2017, including photo comps - the entries I usually see are fantastic but obviously cropped, edited & texts added - I haven't got a clue how to do this!
I've got lots of pics on my android phone and I've found an app called Phonto to edit these pics, but I have huge numbers of photos stored on my PC from all our various holidays abroad and Xmas, halloween etc.
I did have smilebox a while ago but it doesn't seem to let me USE the pic afterwards unless I pay for the privilege - so are there any FREE websites where I can upload a pic, crop it, add a text and save so that I can use it for future comps? I'm not the most technically advanced person around (I'm awful actually lol) so something thats easy to use is what I need.
