Apparently it's a holiday by virtue of royal proclamation.

It's not a bank holiday for sure, those are dictated by the 1971 Bankers Act.

The 28th wasn't a holiday at all... Not according to the Government.
  • Thanks for the input, folks. If I had an account with them, I'd probably have sent a contact form asking them why they stated the 28th was a Bank holiday in Northern Ireland, when no other source seemed to agree. As I don't, I'll just have to remain curious.

The main banks in Northern Ireland have had a three working day holiday at Christmas for at least three decades in an agreement with the then Irish Bank Officials Association - get over it!
  • Tell them to take a different day off. Not saying they can't have a holiday but stagger it so it doesn't impact on other business. Lazy.

Well, government employees in at least some major departments get the day off, it must have some legal status. And its only by royal proclamation that holidays can be moved i.e. without intervention the 25th would have remained a holiday but no day in lieu granted.

Saying that, this is all coming from Wikipedia etc.

legal status? As in: written into their employment contracts, yes. But that doesn't make the 28th a public holiday.

I can recall, back when I was a local government officer, there was an extra day allowed for some public holidays. In some cases that was movable (could be taken a short while before or after). Basically just extra contractual leave. If by custom and practice some local banks stay shut for an extra day, it's still not a bank or public holiday...

Ulster bank can choose to open or not on regular days, but they are telling porkies if they say they are closed due to a public holiday...

    That.
