New Enterprise Allowance

I have read the government site on NEA, and spoken to an advisor in the jobcentre, as well as getting advice from the CAB, but none of the advice seems to be consistent.
We want to start our own business (have been trying for the best part of a year to get it off the ground), but have run into problems with funding it, marketing and website design.
Can anyone please tell me if as a couple, we would get individual NEA, or would they give only one lot of NEA (and how much would that be). Would we both have to sign off (joint JSA at the moment).
We are really desperate to change our lives, because we are in a downward spiral at the moment.
