Action Renewables - ROCS

We got our solar panels fitted July 2015 and submitted our first set of data in April 2016 through Action Renewables. As yet we have not been paid.
Calls to Action Renewables have got us nowhere as all they say is Ofgem only release payments in batches and we just have to wait.
Today my husband emailed Ofgem to chase them up and their reply is worrying.
Firstly they refer to us as appointing Action Renewables as our agent. We didn't. We thought we had to go through them. So we are wondering can we deal directly with Ofgem ourselves?
Secondly they say they have checked the status of the output data for our station and can confirm that it was submitted for the first time by Action Renewables on 15th November 2016. So that begs the question who is lying Ofgem or Action Renewables because as I said we submitted our data in April.
Can anyone give us any advice or knowledge on how this is supposed to work and any reviews on Action Renewables.

We had panels fitted in May 15 and the accreditation was accepted by OFGEN in June 2015. Meeting readings are only accepted every March so first was 31st March 2016. Got the money from the ROC's at end of August 2016. It appeared to be the same as Powerni pay. When I had the panel fitted I contacted powerni but was told they only sold rocs for where they were the installers. I think that may have changed. What I don't like about action renewables is they cannot say how much each roc will be worth until it's paid. But powerni clearly state it every October. I still haven't been paid for the electricity I haven't used but apparently it will come in my next payment in August. Hope this makes sense!0

We tried to contact both OFGEM and Action Renewables to get some more information but there was no answer at either.
We are thinking of making a Subject Access Request to AR to see what they have been doing since they got our data in April.
It just seems strange and looks as though they have made a mistake.
The reason we also think this is because in August my husband got a text message from AR which was meant for an entirely different person. It was a message confirming payment for their ROCS. Luckily although their name and address was given their bank account details weren't. That was a severe breach of data protection.
