Parking Ticket Aire Street Leeds- Appeal

Hi guys,
I've been reading this forum thoroughly for the past few days now as I'm writing an appeal for my friend who received a ticket from PE on Aire Street Leeds a few days ago.
She had parked for two hours but left a few minutes after her ticket expired, however she did leave within the grace period as provided for by the BPA Code. I had told her to send the blue letter in the 'Newbies' thread for the PE appeal whilst I prepare a full POPLA appeal. However I have a q; my appeal covers the following points
1) The ANPR system is unreliable and inaccurate and non-compliant with grace periods
2) Unclear, inadequate and non-compliant signage
3) No standing or authority to pursue charges, nor form contracts with drivers
4) The operator has not shown that the individual it is pursuing is liable for the charge
The NTK is not clear about whether the charge is for overstaying or having the incorrect ticket or for overstaying. I have just reviewed pictures of the signs which say that 'all day time tickets expire at 6pm, a separate ticket must be bought for after.' Can I still appeal even though she parked until just after 6? I think the terms are misleading because when you purchase a ticket it prints the time you should return by and it said a time after 6 which it should not have done if she needed to buy another ticket at 6pm.

PE NtKs are ambiguous on details. It's usually shown as 'overstayed or purchased insufficient time', nothing to get over concerned with.
Just follow the standard procedure - blue text initial appeal from the NEWBIES sticky (post #1), which is likely to be rejected, then POPLA appeal as you are just starting on. Use the standard text POPLA appeal points from the sticky (post #3) as drafted.
Did the NtK have a final paragraph 'If after 29 days..........' or is there a gap at the foot of the page as if a paragraph has been omitted?Please note, we are not a legal advice forum. Hi Pappa golf, thank you for your prompt response. I am aware that grace periods apply but my main question was in regards to the machine providing tickets valid until after 6pm yet the terms state that a new ticket must be purchased after that time.
I.e. My friend left within the grace period provided by her ticket however if the ticket expired at 6pm NOT the time on the ticket then she left after the grace period0 -

OK, just carry on as I suggest. I wouldn't get too wound up about the detail of the ticket machine. A full-on POPLA appeal normally sees PE drop the ball - they have easier fish to fry. Of late they are discontinuing claims when faced with a lengthy and comprehensive POPLA submission.Please note, we are not a legal advice forum.
