    Monday - The European Commission passed legislation in 2012 that made the fitment with ABS for all new motorcycles above 125cc to be mandatory from 1 January 2016.

    ... that is in INDIA - it is the Ministry of Road Transport and Highways of the Union Government of India. The paragraph after the one quoted is about the EU.

    I would rely on Bennetts
    From 1/1/2016 all new-model bikes over 125cc will need ABS, while smaller bikes must have either ABS or a combined brake system. As with the rest of the rules, there’s a year of grace for carry-over models, but come the start of 2017 everything must be in-line with the regulations to be allowed to be sold.

    So all new models sold after 1/1/16 need to have ABS (older designs can still be sold without ABS) but from 1/1/17 every bike sold must have ABS.

    Having said all that, the answer (2016 or 2017) depends on your interpretation of the question text, which is not crystal clear.

    It's confusing. But I would also go with Latin. Google shows:
