Workplace won't provide auto enrollment pension

Just as an aside - I know of a small, long established company, where the approx 6 employees have been told 'we can't introduce a workplace pension scheme and have the possibility of yearly pay rises'.
This sort of thing can't really be policed, can it?
There's no right to a yearly increase in salary. Pension contributions form part of the overall benefits package for the job. The safety net is that the employer is also subject to minimum wage legislation.0
