my dad has just got a letter from Premier Park LTD Exeter, demanding £60 because he was parked in a disabled bay and didnt display his blue badge correctly. He is 80 years old and has bowel cancer, so you can imagine he is very upset by all of this. Should we ignore this notice, it is a PCN and says he has 28 days to pay!

just got a really nasty letter refusing our appeal....any advice on where to go/what to do next would be great...thanks.
We have considered your comments, and after examining all the evidence relating to the issuing of this PCN, we are satisfied that on this occasion the charge was issued correctly and must advise that your appeal has been denied, as your vehicle was parked in a disabled bay without displaying a valid blue badge.
However, as a show of goodwill we are on this occasion prepared to accept the reduced payment of £30.00 if this is received by 5th January 2017.
Please note this offer is without prejudice save as to costs. You have now reached the end of our internal appeals procedure.
They say I have 3 options
1. PAY
2. Appeal to POPLA
3. Do nothing and they will chase us for the money.

I sent a letter to the manager of pets at home (the car was parked outside) and she was really helpful, she told me not to worry and she would get it cancelled. Then I got this letter, I told her about it and again she said to ignore the letter and that she would pay the fine if she had to!!!!! Just not sure where to go next....0

Brilliant news, just had a lovely email from the company that manages the retail park saying the ticket is cancelled and that they have spoken to their parking contractor and have advised them that this type of ticketing must stop with immediate effect.....superb ending to a very worrying time for my Dad, thanks again for all your advice. HAPPY NEW YEAR!!!0

make sure you appeal anyway as keeper on his behalf (or your dad does) and add a copy of the email or letter to the appeal stating that the managing agent has cancelled this pcn
ie:- get a cancellation in writing from the PPC and dont just rely on the email you received until the PPC cancel it themselves
if you do get a cancellation in writing by the PPC , its slam dunk
about time these landowners or agents put their foot down with these greedy PPC,s
