Protective pay under tupee

Hi, I was wondering if anyone can help. When I was tupee last year, I was under the impression that my pay was protected for five years due to the amount of years I have served even though my job role is now in a different band of pay.
I have noticed lately that my pay have been decreasing on a monthly basis and my RNR status has also gone.
Is this normal and are they allowed to do this without consultation?
