Ctax band increase

If a ctax band of a property is shown by VOA to be wrong since 1991. However the VOA only has acknowledged and realized the increase due to wrong banding as of today. Would the ctax increase be charged for tenants who have lived there since 1991? ie: do councils backdate the council tax to increase them due to band change, or is there a law the prevents them from doing so.

to be honest, it would not be fair for the council to charge ex tenants since 1991, as no one was aware the the bands had been wrong. And ctax are serious issues with the council adding to imprisonment time if unpaid, which for someone who has moved around a lot would cause them to never achieve an ease of mind, as any past properties they have resided in could change bands at any time and cause them in a new hefty ctax.

    The Valuation Office are independent of the council and have no financial incentive to just change a band unless it's legally required to correct the list. Once the Valuation Office make a decision the local authority are legally obliged to follow the decision and use the date given.

    You do realise that council tax imprisonment occurs in only a very, very small % of cases ?
