Parking company ignored my appeal & now got debt collector letter

Hello everyone, I'm a newbie so be kind to me 
I got a parking ticket from ANPR PC saying I overstayed by 15 mins. This wasn't my fault and that evening there was major traffic jams throughout the car parks and I was stuck in gridlock for 45 minutes. I had newspaper articles, web articles about the traffic jam. I also took photos etc and sent all this to them to appeal it. I didn't hear anything back and recieved a final notice.
I wrote once again with all the evidence and sent it recorded delivery. Now a week later I have received a letter from DRP demanding me to pay or they will advise their client to take this to court. I don't know what to do next? Shouldn't I have had a Popla number?
Please help, I don't know what to do to get a fair appeal.

Good, no need to panic, DRP can do NOTHING but are good at sending weird letters with big red writing.

Great for the budgie cage but not a talking parrot, you would not want a parrot who can read and then repeats the rubbish DRP spout.
It has been said that these letters are good for Origami ...

LOL! Very funny, I got visions of a parrot repeating the words 'pay your parking charge, pay your parking charge.....'

As long as you understand that DRP and other such vermin are "away with the fairies" and on par with the Nigerian scammers you can just laugh at their stupidity.
Only the PPC can start any court action so if that happens return here.
In your case, you have proof of the gridlock in the car park, the newspaper article confirms this.
You attempted to explain this to the PPC who ignored you.
You can show you have been reasonable and that the PPC is unreasonable as they probably knew of the gridlock, that's if they are managing the car park correctly ?
The court will probably consider the PPC is wasting courts time and so you should prepare a statement of costs to present to the judge on the basis of unreasonable behaviour
Judges are fully aware of the car park scammers and if the PPC involves the predatory solicitors like BWLegal, Gladstones or Wright Hassall, their book has already been blotted by their own stupidity.

Time for a complaint to the BPA (and copy in the DVLA for good measure) that the PPC has commenced debt recovery operations while you have an appeal in with the PPC and you haven't yet even reached the POPLA stage.
Then there's the issue of the misuse of your personal data (Data Protection Act), by the sharing of it with DRP when there was no reasonable cause as the appeals process was still underway. Read these Parking Prankster blogs as well as do some looking over on PePiPoo where regular poster 'Lynnzer' has taken a lead in drafting letters before claim to PPCs.

There was no reasonable cause to obtain the RK's details in the first place due to the failure of the PPC to manage the car park properly and ensure that drivers could leave within their 10 minute grace period.Then there's the issue of the misuse of your personal data (Data Protection Act), by the sharing of it with DRP when there was no reasonable cause as the appeals process was still underway.
(The BPA COP states at 13.4 that the grace period at the end of the contract is a minimum of 10 minutes).0
