Print address labels

Every year I write out, by hand, addresses on Christmas or birthday card envelopes. Every year I say I must learn how to be able to print them out on labels and without having to put the addresses in every time. So this is the year I try to get up to date!
Can anyone recommend a programme I can do this on please? I have an iPad but use my PC - windows 7 - to print letters etc.

MS Office or any of the free office suites such as Libre office have label templates in their word processing app normally.

Mail merge is the normal way when you have a lot of addresses but they can each be typed in manually
