PPI claim won ages ago yet to claim still

Hi all,
to cut a long story short I have yet to sign the form for a successful PPI claim. I have received an offer that includes interest up to October 2015. I have spoken to the bank who have said they will still pay out the claim even this far on (Dec 2016) Surely the bank still needs to pay me interest for the period onwards of October 2015 to date? They have said they would look into it but only with good mitigating circumstances (any suggestions what I could state? And anyway surely they should pay as legally it's my money right?

Not if you're the one who's been holding back to get the 8% interest. That wouldn't be very fair, would it?0

Normally, the offer is up to the point they make the offer. Not the point you decide to accept it.And anyway surely they should pay as legally it's my money right?
