No, I assumed it was a quote rather than your words, indeed, I said as much.
But I don't agree that "...does not always apply" means the same as "as a general proposition...", in fact, I would say that the former is likely to mean in less than 50% of cases while the latter means in more than 50%. I agree with the former but not the latter - it would be nonsensical to agree with both.0
