So I just got off a call with the OR. She was so incredibly nice. She was very sympathetic and understanding and gentle with me. I expected to cry through the call but she never pushed me and said that it looked like I wouldn't get an IPA, unless my tax code goes to zero and then they'd just take what I would have paid in tax.
She agreed that some of the councils were a nightmare and she could totally understand how I was left with bankruptcy as my only option. There was no judgement, or condemnation. I thanked her profusely and she said she understands its not a decision taken lightly and I had already been through enough.
So that relief people talked about is starting to flood now. Just court to get through tomorrow and I'll be free!

Glad to hear all went well with the OR!
Always worth remember that the bankruptcy is not a punishment, merely a chance for a fresh start and debt free future.
Just as an aside, if you end up with an IPA through your tax code going to zero (NT), does the IPA end in the new tax year when presumably your tax code changes back to normal? Or are you left paying for an IPA that you cannot afford?

Yes she said that it would just last until April and she said they are running approximately 2 months behind so IF it happened it wouldn't be till the new year. She said it doesn't always happen and it wouldn't include NI...0

The nil tax IPA will only last until the end of the tax year in which it is made, even if it ends up only running for a couple of months as a result.

They also will not recover under an NT IPA until they have confirmed your employer has received the relevant notice from HMRC. Coding change notices for 2016/17 tax year stop being sent on 28 February. It takes a month for the coding notice despatch to be confirmed and an IPA to be sent. By then, March pay processed and a new tax year begins.
They need a decent head start and have bigger fish to fry, I would eat my hat if you need to commit to an NT IPA for a single month.0
