Possible relocation, boss not doing anything

This one is for a friend (who is British)
the essentials are that he has been in his position for a number of years in France, unfortuantely his (American) company has taken over another company in Europe, which is bigger here, as such the other company based in the UK is taking primacy over his arm, so he will be working under a new UK Boss.
They have discussed allowing him to relocate back to the UK, paying some moving expenses. Unfortunately that is where is has got to, although he has mentioned it several time, nothing more has happened, he would need to know what salary they would offer etc, but they are dithering over the issue.
Anything thoughts on the best way forward?
I have suggested arranging a meeting in person to discuss the move and options with his boss and HR.

I would imagine that his situation is a very minor point of interest in the overall takeover and that the big bosses have a lot more things to occupy their minds at this stage than a single employee. I expect they'll get to him eventually.0

Essentially this is a case where people are not prepared to pay a lot of attention to something that matters to your friend, but doesn't matter in the slightest to them.
It's hardly surprising. He just needs to keep going and asking them the questions at reasonable intervals, while accepting that they might not know the answers or care enough to find out for him.
If he thinks there's a likelihood that whatever does happen is going to be something he doesn't like, he can cover his back by looking round for alternatives.0
