You need to add up all of your priority debts and expenditures and subtract from your Income. What is left over is offered to your creditors on a pro-rata basis. Your creditors do not have to accept your offer but if they take you to court the judge will decide on your IE how much you pay. If CAB can take on your case the creditors usually accept the offers.
