HI were going through a right to buy off the council, had a offer of £45000. whats the best type of mortgage to have over 10 years

There is no "best" it comes down to the individual.
Do you want the cheapest rate? Do you want the cheapest rate with security that it will not rise? Do you want to pay a little more but know it will remain the same for the duration? Do you want to overpay as muc as possible or a little or not at all?
This year I have done tracker mortgages, offset mortgages, interest only mortgages, 2 year fixed rates, 3 year fixed rates and 5 year fixed rates. Mortgages with fees, no fees, cashback etc etc.
