remortgage after iva

We finished our iva in 2011, but for a variety of apparent reasons didn't get the completion certificates until 2015. (!)
Pre iva we tried to resolve the problem by taking out a second mortgage, which we still have, at an exorbitant rate.
Is there any way we would be now allowed to consolidate the two mortgages by one lender ?
The two mortgages add up to approx £120,000, our house is worth approx £210,000.
We are also wanting to shorten the term of our mortgage as we assume that paying a lower interest rate but keeping the same monthly payment would pay the new mortgage off quicker.
Any advice ?

Does your completion certificate confirm the date of discharge as 2011?
