If somebody is both employed and self employed and they want to concentrate on their self employment so give notice on their job to go full time s.e, and then the business doesnt really take off, can they sign on JSA? Or how long needs to pass before sanctions will apply for leaving their job voluntarily ?

You can claim income related benefits so you'd be looking at tax credits, housing benefit and council tax benefit in the main - the latter two you can claim even if working or self employed fulltime, they're not just for the unemployed. If you claim JSA you are required to work for less than 16hrs and be actively looking for work and be able to take up any job offered. Income support has limits on working similar to JSA.
Usually people migrate solely onto self employed from a mix of both when the SE income reaches a high enough amount to support themselves or there is guaranteed work to reach that point. This is a system account and does not represent a real person.
