Removing Council Tax Charge from Flat ?

I have a business with a flat above it.

Approximately 4 years ago I moved out of the flat due to illness and the rooms used as storage for the business.

One of the rooms is now an office.

The staff use the kitchen as a staff room and the bathroom as a toilet.

The Valuation Office have finally agreed to come and visit the flat this week.

How do I actually prove that its not being lived in - I mean there's boxes and stock everywhere - but is that enough ?

Not too sure what they are looking for to be honest - the kitchen has a cooker/microwave for staff to heat food etc.

I still have an old couch in one of the rooms and an old bed in another - albeit they are covered in boxes and stock.

Can anybody advise me ?

    It would be at the VOA's discretion - if they're happy on the change of use they'll change it from the Council Tax list. (Not being lived in by itself would not be proof of the change of use)

    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    Difficult to advise on this one. My approach (which may not be or may not have been correct) was hard line. If still capable of being used as a dwelling and no material change, I would not remove it from CT. Usage of one room as an office might make a difference.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
