New evidence from Philips, whose latest road atlas is out this week, shows there is almost a complete lottery surrounding whether drivers will actually have to pay up depending simply on where in the UK they are caught on camera. The experts have closely studied the shocking discrepancies within Britain that show while several counties have a 100% success rate when it comes to collecting fines, many do not.
