Thank you all for your helpful comments, it is like I thought and I will now endeavour to encourage my mother to sell up and move to a property that would be affordable to her income.

Where I live there are "over 55" leasehold flats, one bedroom, living room , bathroom and kitchen for around £80,000. This is in the "golden triangle" so other areas up north should be cheaper.
