This is precisely what I have been saying for years, why has it taken so long for this to see daylight.
The primary purpose of PPCs is to facilitate parking for residemts and their guests, and tradesmen. It is NOT to disrupt their leasehold/AST right to quiet enjoyment.
I see no reason why most bona fide resident/visitor coming here should be advised to appeal, just send a copy of this judgement and the one in the one last week in Croydon

to the MA and instruct them to cancel.
Warn the MA that failure to comply might see them facing a claim for failing to uphold the occupants' leasehold/AST right.
For communal land offences we now also have the Milton Keyes case which can be used against them. .
