No surprise there. Commercially, it would be unattractive and those that would be expected to transact in that area were all concerned over the viability. Indeed, many had said they intended to avoid the area altogether.

Looked like a nice idea politically speaking but a nightmare in practice, complaints about over charging from day one, but like someone buying a new car and then complaining about how much the value had dropped when they get it valued later.
Politically expedient given the changes in government and ministerial shuffle as well.0 -
Practically speaking it was an utter nightmare and makes it plain what an idjut Osborne was to have come up with this cockamamie scheme.0
