BTL tenancy agreement before I can borrow.

Is it standard for a lender to insist on having a draft tenancy agreement prior to issueing a BTL mortgage? I don't have a tenancy agreement in place because I need the BTL remortgage to fund my move.

I do not do many BTLs but it does seem a little odd.
I am assuming they do not need it signed by a tenant?
