It hasn't put a stop to MTD.
It means that MTD won't be in the Finance Act 2017, but rather in the Finance Act No2 2017.
Unless that's enacted before the Summer recess, there's now way there'll be enough time for it to be law next April. As I said above, HMRC havn't even provided final details of who's affected and what exactly is required to be submitted and how. Just six months notice (if FA enacted in the Autumn) simply doesn't allow enough time, neither for the software firms to produce the software, nor businesses to change their systems.0
