I'd say it could be iffy, especially since the Twitter profile was inactive since May and only re-activated to enter this comp.

I doubt it breaks the T&Cs as he is unlikely to be an employee of the accountants etc. Remarkable coincidence though that out of all the entries he is picked as the winner.
