Adding a second bedroom to a leasehold flat

I have a leasehold flat with one bedroom and a living room which is larger than I need. I was just wondering about whether or not there's much chance of me getting permission from the freeholder (the council) to turn some of the living room into a second bedroom?
My living room is about 25 feet square so I could get about a 12x12 single bedroom and still have a 12x12 living room.
It would seem be a simple job for a builder because all that needs doing (as far as I can see) is a stud well being put up to split off part of the living room. The wall would be about 12 feet long by 12 feet high. There are already enough power points, windows on both sides of where the wall would be etc.
This is just an idea but I'm thinking about the three points below and wondered if anyone here has any experience of doing this before?
1) How much would it cost?
2) Am I likely to get permission from the council and how long would a decision take?
3) Would adding a second bedroom add any value to the property?

As I see it it's of no concern to the Council how many bedrooms you have (unless it's their flat).... how you organise the innards is up to you. BUT you'd need the written agreement of the freeholder to make the change.
It'd not cost a lot if nothing needs to be moved.0 -
The flat is leasehold so I've bought it and have a mortgage but they're the freeholder. I've emailed them so I'll let you know what they say.0
