Council Tax - Students, static caravan

Hi, I am looking in to the possibility of using a static caravan as my residence during term time, which would be about 8 months of the year. The static would be on someone else's property, and I would not be the owner of the static. The rest of the year I would likely be overseas. I also have a non term-time address in the UK (my sister's house).

I am trying to figure out if I would have to pay council tax on the static or not, but I'm a bit unclear. Any advice would be great.

    Full time students are exempt from paying council tax .

    You need planning permission to site a static caravan. Even people doing self-build who want to stick it on their plot need the PP.

    You can't just stick one somewhere and live in it, even if that's going to be "part-time".
  • I have a friend who owns a farm who is interested in helping out with providing a site and sorting planning permission, on the understanding that we'd buy one and split the cost 50/50 and he'd keep it when I finish university.

    As said above then - students don't pay council tax.
    If you weren't a student there would be CT to pay on a static.

    To be specific, it's the caravan pitch that's banded for council tax purposes but as pointed out above, if a caravan on the pitch is occupied by full time students then an exemption would apply (class N).

    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
