Thanks for mentioning cargo bikes: actually they're being used more and more in towns and cities across the UK. They're especially useful for the the 'last mile' deliveries to our doors of the many smaller packages containing items that we buy online. More info. in this article:

"In the past two years HGVs were involved in 23% of pedestrian fatalities and 58% of cyclist deaths in London, despite accounting for just 4% of the miles driven in the city, the mayor's office said."
An Eddie Stobart stopped suddenly after presumably noticing me heading for a crossing recently. I usually thank drivers for stopping. To see the driver I had to walk on the far edge of the crossing and could see him leaning foreward to see me. Bigger windows would make lorries much safer.

Inner cities like London are fairly flat, certainly not massive long hills so last mile or even last 5 miles if you have a depot outside the city isn't a bad idea. Same sort of thing as Deliveroo with those massive bags they carrySam Vimes' Boots Theory of Socioeconomic Unfairness:
People are rich because they spend less money. A poor man buys $10 boots that last a season or two before he's walking in wet shoes and has to buy another pair. A rich man buys $50 boots that are made better and give him 10 years of dry feet. The poor man has spent $100 over those 10 years and still has wet feet.

As another poster has mentioned, Central London is very flat.
Many of these types of bikes also have electric motors0 -

Banning cycling would cut deaths of cyclists pretty effectively.
