    Best way is just to give it a try - I always used to react better to being asked nicely and generally gave people another chance (used to get wrong for that a lot...).

    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    Just an update i went to the council offices and they had a look at my previous payments and cancelled the £90 charge. I would like to thank everyone for their posts and especially Craig . Cheers
