Charge to cancel hire purchase agreement during cooling off period?

Hello all,

My mum wanted to lease a car. She arranged a deal online and over the phone, and completed a contract via Docusign; she also paid a small deposit to "reserve" the specific car.
She then decided (the following day and for personal reasons) not to lease the car. She phoned and emailed the company immediately to cancel. They are now demanding 3 months worth of leasing costs (about £500) as a cancellation charge.
My understanding is that she is within the cooling off period, so there should not be any charges levied. She has not taken delivery of the car or benefitted from any services.
Before we email them back with this, please could someone confirm this is correct, or give me any more arguments?

What terms and conditions did she agree to?

She may not have taken delivery of the car but the dealer might have incurred costs in locating and ordering the car.
Normally this would be covered by the deposit taken.

As previous poster states - we need to know what she agreed to and what the cancellation terms are.
