Debt recovery plus-DRP-car parking fine-Does it have to be paid?

Hi folks,
Just enquiring on behalf of someone who has had a letter from DRP Debt recovery plus, for a unpaid fine of £160 for overstaying free car parking time in a car park.
Does anyone have any experience of this as ragards N Ireland, they do say about further action if the fine remains unpaid after 14 days and as the person lives at my address, we would like any proven advice as to whether to totally ignore the letter and if there is any basis in law for them to take further legal action, or if its just a lot of "bluster" on their part.

Well the letter from DRP says Smart parking.0

this needs moving to the parket ticket forum , however just to help you , the POFa that came into being in late 2012 , did not include Scotland or NI , as such smart parking can only go after the driver , not the owner , unless you admit to being the driver! DRP are a toothless bunch , they cannot start court actin , and smart parking cannot start it either without the drivers name ,
