P60 Problems, Need help please!

I need some help as this is becoming a burden on me with last years P60.

Ill keep it as short as possible from beginning to end.

Worked for employer from November 2015 till June 2016, In May 2016 Employer wanted me to tax evade between Nov 2015 - April 2016 and repay me my contributions, I refused and informed HMRC of situation which they informed me they had no record of my employment and to send all my payslips and bank statements in to start an investigation..

The employer made up new payslips for the whole time of employment once he realised I wouldn't go along with his plan which then declared me earning £1600 more then I did and added in additional pay slips I never received, including a weeks pay on my first day working there plus four others totally to the £1600.
None of these payslips matched up with my actually pay dates or the amount I received and he declared that I paid £60 less tax then he actually took from my wages during that time.

HMRC are saying that even though my bank statement dates and amounts matches up with my original payslips (Brown Envelope not official) they cannot use my bank statement as proof and that I need to sort it with the employer (Who is fully aware I reported them that's why they have done this).

They are refusing to change the figures and have sent him a letter saying that I am disputing the amount but they said if he don't reply there is nothing they can do, they are requesting the tax on £1600 that I never received and which just pushes me over my yearly tax allowance causing me to lose a £238 refund.

Can anyone suggest any options?
