Apprentice Levy - small employer

Hopefully this is the correct place.
As the Government has introduced this levy for large employers, the bumpf is starting to come through from various companies attempting to sell their services. We have had an email through this morning which states the following:
"If you have a payroll of less than £3 million a year, you will be able to take advantage of a free apprenticeship service until April 2017, but after that date the government will require employers to contribute towards the costs of apprenticeship delivery."
I am guessing that they are attempting to scare small employers, but when I went on Gov.uk to read the info, there is the usual waffling you expect. Does anyone have a link that explains simply how this levy is to be processed, am going to guess that it will be linked into RTI, but if below the threshold that will then be calculated at zero. However, the email we had implies that we will need to pay irrespectively?

From Alice's link I would suggest that you unsubscribe from emails sent by the company that said you would have to pay because it seems that don't have a clue.0
