Right To Buy replacement Stock - a political con

I am one of the small minority in favour of right to buy as a concept. In genreal it is about giving people a housing discount they would acrue over many years through subisdiesed council rents in a 'single shot' as a discount so is fiscally neutral.

Combine this with using the capital freed up to build new social housing and it is a win-win.

Except that:
Clearly ther funds are not being used to replace the properties sold (see BBC piece quoted)
Apparently only national totals matter so Westminster Council could sell a duplex flat on the river for 2 milion and give Cumbria district council 20k to buy a bedsit in Workington and the promise would be met - leaving the council 1,980,000 to trouser for other spending.

What a travesty.

    why does the UK need 5 million social homes are nearly 20% of households incapable?

    Why do some areas, eg inner east London, still need to be 60% social homes?

    The goal should be to sell down the stock to about half its current level, particularly in the areas where its above 30% of the stock

    Also the BBC article is misleading because it does not take into account the private developers need to build social homes. In London that is typically 50% of all new builds and most the boroughs get close to it. Last time I checked iirc in waltham forest the achieved rate was 49%
