Can you re-mortgage a property with an equity mortgage?

A couple in their 70s, took out a small (around 10%) equity mortgage when they down-sized in 2008 and interest is rolling up at 6.7%. As the interest rates available are now so much lower - can they re-mortgage? I always thought you couldn't do that!
