Home for life plan for over 60's

Does anyone know anything about the over 60's Home for Life plan in Kent. I live in Kent and my mums looking to move closer to me with a very limited budget. Houses in this scheme are in her price range, but it seems kind of dodgy. I saw post from a few years back saying that it's unregulated. Is it any better now? What are the pitfalls?

    Why is she preferring this unregulated option compared with the regulated options?
