Mortgage Offer sent, before valuation?

Hi!
We are in the process of trying to buy our first house, with a mortgage from the Royal Bank of Scotland. We got the AIP, offer accepted on house and then applied through a mortgage advisor on the phone.
We had to wait for the direct debit mandate and mortgage agreement to come in the post, sign it and send it back. This has been done and on our online tracker it confirms that all our documents etc have been assessed.
I phoned up RBS today as the online tracker states assessment had been done but it hadn't moved onto valuation (we live in Scotland so the house has already had the home report/valuation done by seller). They told me that our application was still with the underwriters but that an offer letter has been sent to us and to our solicitor.
If the offer letter has been sent does this mean we've been approved?? :shocked:
(I don't know if it skips the valuauton on the online tracker as this has already been done? I'm guessing that they'll still need to speak to the surveryors etc)
