I got a superb set of heavy duty stainless steel pans Tesco make, whilst they were reduced many years ago, and they are still in excellent condition, and used on a daily basis. (Looks practically identical to this http://www.tesco.com/direct/stainless-steel-20cm-saucepan/718-5688.prd?skuId=718-5688 , available in different sizes and as a set too.)
Keep an eye out for when they have a sale on.
Personally I prefer to buy decent pans, as used to buy cheap, and was a false economy, as needed replacing. I have two stainless steel sets of pans, one is at least 20 years old, the other (the Tesco set) about 8 years old, and still look good.0
