Need help regarding tax!

I have just been having a financial sort out.
With new taxation regarding savings I was a bit unsure of what we should expect.
How often will we get a tax returns form, we have not had one for years?
We have a lot of savings in ISA's. As I understand it, those savings do not count for tax.
We have other savings which have been taxed (those in husbands name) and some that were untaxed (those in my name)
I have just been looking at our income and I got just over £5,000 last year. I only work two hours a day and have a small pension. I am 61.
My husband retired early and his pension is under £6,000 a year. He is 63. He has not been declared as a non tax payer and so has been having tax taken off the interest by the banks. I think this may have been a mistake on our part. If it is, could we get it back?
I have about £28,000 in savings which are not in ISA's and he has about £20,000 not in ISA's.
Are we still right to use our ISA allowances to put some of the savings in or won't it make any difference?
Could we apply for the married persons allowance?
We have made our money, in the past, by investing wisely and basically been a bit tight, have always been satisfied with what we have. We both make do and mend and would find it hard being any other way.
As I get older, I find it harder to follow all the new rules and regulations.

  • It looks like neither of you are taxpayers with or without the interest. Firstly I would obtain a certificate of interest from the institutions where you hold your savings for all relevant tax years from 2012/13 onwards (this is as far as you can go back) . It will then be a matter of completing a simple form

    for each year. You do not actually need the documentation and can complete and submit the forms without them but they may be needed if the information is requested by HMRC.

    In or out of ISA appears irrelevant as you are non- taxpayers in any case - just choose the best gross rates!

    Similarly the marriage simply increases a personal allowance - you will not benefit from it.
