UKPC PCN and DRP (i'll keep it concise)

I have an unpaid PCN from UKPC that i have ignored until now (poor/out of date advice read elsewhere). It has progressed beyond the 28 day appeal stage and has been passed to Debt Recovery Plus. I wish to appeal the charge as i have a permit for the bay (works car park) which will have been in the car but must have been obscured. I can't, however, make use of the UKPC online appeals process as the PCN has been "referred to the debt recovery team", and thus the contact form is not accessible.
I have read the sticky saying to ignore the DRP letters and deal with UKPC so that's what i intend to do. However, I can't find a contact email for UKPC that I can use to appeal. At this point do I need to contact UKPC by post? Or does anybody here know of an email address through which I can contact UKPC? Or do i need to do something else?
Any additional advice is welcome. Part of me wishes i had just paid this damn charge when it was £40. But there's no way i'm paying the £140 DRP now demand!

I read the sticky. I am happy to ignore DRP. This was not what I was asking.
I just wanted some advice on where to send my appeal. Note this is not some historic charge, it relates to June 2016. By saying i won't get anywhere with UKPC what are you suggesting? That I won't win an appeal?0 -

If it has been passed to DR+ it has passed the appeal stage and they won't consider it.
The fake charge is now with the fake debt recovery company, UKPC have an agreement with them to to harass you on their behalf for a cut of the even higher cash demand.
DR+ / Zenth will eventually give up, after sending scary looking letters, and their cut of the procedes will disappear from any demand, UKPC may or may not give up.
You won't know definitely either way for six years.0 -

As said, you have missed the appeal process so sit tight and enjoy DRP getting very frustrated. All they can do is pass it back to UKPC who may or may not take action.
In the meantime build as much evidence as you can about signs etc

Since the UK Government says you can appeal up to a year after the alleged event, you can still make a late appeal if you wish.
If so, remind UKPC that,
Changes in EU law last year say that appeals should be allowed (Alternative Dispute Resolution) for up to a year, and it will make UKPC look unreasonable should they decide to take this further without allowing your appeal.
"It is the will of Parliament, as a result of the EU Consumer Rights Directive, that ADRs must imminently be made available for not less than a year."
I don't have the appeal contact details for the scammers, this will have been given to you in the PCN/NTK.
You could send it by post if you have their address, in which case you should send it first class (not recorded or special) from a Post Office and obtain a free proof of posting. The last bit is important. Use the BPA template in blue from the NEWBIES sticky thread and add in the bit I have highlighted above.

you chose not to appeal in the first 28 days following the NTK in the post , so after that you lost the chance to appeal , just like you ignored them , the PPC will ignore you
your chance to appeal has disappeared due to your own decision to ignore them, there is no further chance to appeal , only to defend
so once in IGNORE mode , you stay in IGNORE mode
but do not IGNORE an LBC or an MCOL , WHICH THEY HAVE 6 YEARS TO CHASE YOU WITH
the debt collector letters are smoke and mirrors , trying to scare you into paying , if they dont scare you into paying , they dont get paid0 -
Ok, thanks for the advice. I have an address but no email contact details in either the PCN or NTK. So I'll send a letter to UKPC this weekend as a late appeal, and remind them of the regulation mentioned by Fruitcake. The NTK arrived to me late so I'll mention this as well, although I obviously can't prove it.
If this fails, I will just ignore DRP letters and hope UKPC give up.0 -

You don't need to prove it. They need to prove it did arrive on time. If you decide to appeal, whatever you do, do not reveal the driver's details.
