Hi,
My application is being processed by TSB and today they've asked for a cml form (???) to determine if I'm receiving any cash incentives from purchasing the property. It's a new build and in the process of being built.
Is this normal ?

Yes, perfectly normal. The developer will provide the form.

It usually passes from builder to surveyor at/ahead of the inspection.I am a mortgage broker.
