Received debt collection letter

I received a debt collection letter 2 days ago. It is related to an online transaction from a business seller in a EU country which took place a few months ago.
The item was faulty on arrival so I opened a dispute with PayPal and won the dispute without having to send the item back as the seller wouldn't agree to pay for return postage.
A few weeks later the seller agreed to send me the money for the return to my bank account but asked me for my date of birth to send the money. I refused because it doesn't sound right asking for DOB of the recipient when sending funds.
Then I gave the seller my PayPal address to send the money to but seller claimed it wouldn't allow him to send money to my PayPal address.
A few more weeks have passed and I have now received a debt collection letter in a foreign language asking to pay for the item, the clients fees (seller) and interest on top of that within 2 weeks. The letter also states they can provide proof that they have the power to collect the money if I ask them for it.
I checked the debt collection company name and address and it seems legitimate.
How should I proceed with this as it's a debt collection letter from outside the UK?

Bunch of chancers, ignore them completely, it's an unenforcable debt.
Never, ever pay anything like this.

I already got my money back from PayPal. The dispute stems from the fact that I refused to pay for return delivery costs for the faulty item and the seller didn't want to pay either so he has sent this debt collection letter acting as though I have stolen his item and owe him when it was eBay / PayPal who refunded me without requiring me to send back the item.
Also why did the seller ask for my date of birth? Is he trying to commit identify fraud as he already has my name and address.0 -

Doesn't look like a template as the agency name of the debt collection company comes up with a proper website and the letter I received is signed too.0 -
