Delaying paying mortgage fee

Hi,
I've done a quick search but not found the answer to this.
We are applying for an HSBC mortgage, 5 year fix. The fee of £750 is now payable to secure the deal. Meanwhile we've been asked for rafts of paperwork to help them make a decision (although the online portal shows decision obtained... I am guessing that the fact they are asking for payslips etc is just to confirm our data and that as long as it's all ok the decision is "yes" - if they decided not to lend anyway based on the credit check they wouldn't be doing the AML and salary checks - somebody correct me if I'm wrong!)
Knowing the fee is non-refundable, I don't want to pay it unless the offer is going to be made. Is this something that will work, or will the final decision be held up pending the payment of the fee?
Also, we decided to use their surveyor to upgrade to a HB report; this was last Wednesday - will they not be instructed until we have paid the fee too?

We don't pay anything until we sign...you could give them a ring and ask. The only fee we've had to pay is for a lender surveyLose 1st 7lb
