I had this very issue and was getting really annoyed as I'd stripped everything down and cleaned it and it still wouldn't work.
Quite by accident I discovered a really simple solution. Just dilute it a little!
I'd soaked my boot liner blanket in a bucket of water with fabric conditioner (I do this to act as an air freshener in my car) and didn't want to waste the water left over, so I've been using it in my wash. Goes through the fabric conditioner dispenser drawer no problem, and so I've been experimenting with exactly how dilute it needs to be to dispense properly, and still give that lovely smell that I enjoy on my sheets and towels.
I can't help thinking it's a very MSE way of using conditioner0 -
A long shot as you say you have cleaned everything, but is the small hole in the tray blocked?
When it syphons the conditioner should go that way
Cleaning may not do it, especially if gunge built up over years. You may need to poke a thick needle / skewer etc in it to clear itGardener’s pest is chef’s escargot0 -

When I set the washing machine up, I put the liquid cleaner/tablet, whatever I'm using in the drum, put some fabric conditioner in a ball and put it in at the same time. Works for me!0 -
I live in a hard water area and have had this problem.
I found the solution was to take out the drawer and wiggle a needle in the water jets at the top (they get clogged with lime scale). This worked for me.
To alleviate this problem I dry the water jets after every wash (yes, I know it's a nuisance) and this has worked for me.0 -
Another thing to try is pouring really hot water into the drawer. I boiled the kettle, let it cool down a bit then poured it in the dispensar drawer. It did clear it for a while but just carried on putting it straight in the machine.0

I put my whole drawer in soak in the sink occasionally.
Also, as someone else mentioned, I used a small drill bit to clean the jet holes.0
