Mortgage Booking Fee Refund - Cooling Off Period?

Can someone please help me. I went to an independant mortgage broker in the Estate Agent to remortgage. I am due to move from the Chelsea Building Society to Natwest. I paid a £499 fee on 28th August, for the re-mortgage to start on 30th September.
However, due to a loan I have with the Navy (LSAP), I no longer want to change mortgage companies as I have just found out that the solicitors have to do a Deed of Postponement which will cost me extra. In fact, it is cheaper to keep my mortgage where it is. The Natwest banked my booking fee cheque straight away.
I have not signed all the forms yet, such as the one with a witness. I have not moved companies yet.
I cannot find a cooling off period on the Natwest website. My mortgage advisor has gone on holiday! A colleague from his office thinks that my £499 is non-refundable. Can this be correct?

    a lot of booking fees are non-refundable. So, it could be correct.
