If the rule is that the council only has to refund 6 years it's no use going in asking for every year to be refunded - OP has already said they asked the council about refunds back to 1991 (2 years before council tax started) and the council said only 6 years - they are not going to change their minds just because he asks again.
So, see a legal firm who specialise in this sort of thing and offer a 30 min consultation, see if it's something they can win or if the council are correct - if council are wrong then some sort of no win no fee deal to reclaim the fees back to 1993, if council are right then the OP can just get the money for 6 years and close the bookSam Vimes' Boots Theory of Socioeconomic Unfairness:

What I meant was that the admin clerk is almost certainly stating the council's position, I don't believe they would simply make up a policy on the fly given how long this campaign has been run on MSE.

Thank you to everyone who joined in my post. I'm still a little unsure if I have a leg to stand on demanding the over paid tax back to 1993. I can't believe how one sided it is if the council only has to back date the over payment to six years.
You can bet your bottom dollar if I owed them money they would get every penny back. Grrrrrrr!!0 -
Just an update ...... I've now received a cheque from the local council for £2700 and I'm really pleased I went ahead with the claim.:beer:0
